They were cooked through so that's not it.<br /><br />I make a dish with potatoes and onions layered like that but without the broth and it has browned ground beef on top with a can of cream of mushroom over top (about 1/2 an hour in a 350 oven, just cooking till potatoes are done) and it's awesome.
